U.S. Government ordered DHS to work on Manipulating Hurricanes

While the debate rages regarding whether or not the U.S. government uses weather manipulation technology to steer storms like Hurricane Sandy, further evidence shows the Department of Homeland Security (DHS) has been engaged in research to do just that for years.

In 2008, an article in New Scientist discussed a new DHS project that funded research into guiding and directing the intensity of hurricanes.

Citing Hurricane Katrina as the basis for the project, the Hurricane Aerosol and Microphysics Program (HAMP) worked with Project Stormfury veteran Joe Golden and a panel of other experts “to test the effects of aerosols on the structure and intensity of hurricanes.” HAMP was funded under contract HSHQDC-09-C-00064 at a taxpayer price tag of $64.1 million.

In 2009, Richard Spinrad, the National Oceanic and Atmospheric Administration’s (NOAA) assistant administrator for the Office of Oceanic and Atmospheric Research (OAR), sent then DHS Program Manager for Advanced Research Projects Agency (HSARPA) William Laska an official memorandum regarding OAR’s review of a “Statement for Work” for HAMP.

“While OAR recognizes that weather modification, in general, is occurring through the funding of private enterprises, NOAA does not support research that entails efforts to modify hurricanes,” Spinrad wrote.

He then went on to list all the reasons Project Stormfury was discontinued, including the inability to separate the difference in hurricane behavior when human intervention is present versus nature’s inherent unpredictability overall. Spinrad also noted that any collaboration with DHS must occur within NOAA’s mission (which Spinrad and NOAA obviously felt HAMP did not do).

NOAA houses the National Hurricane Center, the primary U.S. organization responsible for tracking and predicting hurricanes. Recent budget cuts are expected to hit NOAA’s satellite program, the heart of the organization’s weather forecasting system, by $182 million.

Note that even Spinrad admits the existence of weather modification programs as if its general, accepted knowledge. Although DHS was turned down, the agency moved ahead with their research without NOAA’s participation.

A paper co-written by several participants in the HAMP project including Joe Golden entitled, “Aerosol Effects and Microstructure on the Intensity of Tropical Cyclones,” was released in the July 2012 Bulletin of the American Meteorological Society. In conclusion, the authors wrote, “We recommend that hurricane reconnaissance and research airplanes are equipped with aerosol and cloud physics instruments and fly patterns that will allow such measurements.” Drone use in “areas where safety concerns preclude aircraft measurements” was also called for.

The spraying of aerosols into the air, otherwise known by the monicker “chemtrails,” is promoted under the guise of geoengineering with a surface excuse to halt global warming. The practice has been openly called for more and more recently, although the chemtrail phenomenon has already been reported across the globe for years now. In the Environmental Research Letters journal, scientists’ most recent geoengineering proposal detailed an “affordable” $5 billion project wherein airplanes will spray sulfur particles in the atmosphere to cool the planet.

In HAMP’s final report, authors concluded, “Pollution aerosols reduced the cloud drop size and suppressed the warm rain forming processes in the external spiral cloud bands of the storms.” It was also mentioned, “During the past decade it was found that aerosols (including anthropogenic ones) substantially affect cloud microphysics,” proving deliberate chemtrailing has been occurring for at least the past ten years.

Though the paper was labeled “final report,” further journal articles regarding HAMP have been released, and the HAMP project was reportedly not scheduled to end until 2016.

The question remains: With its bizarre combination of elements, was deliberate manipulation through HAMP research at play in Hurricane Sandy?

US and Israel Maneuver to train Attack on Iran

The U.S. and Israeli armies will play war games during the largest joint maneuvers for a period of three weeks with thousands of military troops from both countries training on details for an attack on Iran’s nuclear facilities.

Part of the group of U.S. forces that will intervene in Austere Challenge 12 are already in Israel, waiting for the go to start their military exercises. No army sources have confirmed when will the drills start and it is likely that the world will only know once the exercise is on the way.

The reserve with which both countries address the issue is due to the fear that the maneuvers are misinterpreted by Iran. There is also a danger that this exercise, or parts of it turn into an ‘accident’ that may spark conflict among the three countries, with the US and Israel on one side and Iran on the other.

“Austere Challenge 12 includes theoretical scenarios, not related to actual events in the world,” he Lt. General Craig Franklin, in a teleconference with reporters. Franklin is a commander of the U.S. Air Force in Europe, and he will arrive next week to Israel to head the operation.

In a message transmitted by both militaries, commanders in charge of the exercise have categorically denied information that “AC12” will simulate an attack with thousands of rockets that Iran may conduct against Israel and its allies in the region, which would be aided by Hezbollah and Hamas.

However, this is the very same scenario that Israel can expect if prime minister, Benjamin Netanyahu gives the order to bomb Iran’s nuclear facilities. The action, which has not had public support from the United States, and that has been labeled as suicide by former and current members of the intelligence community, has been limited to verbal threats made by Israel and contested by Iran.

Israeli Brigadier General Nitsan Nuriel, explained that the exercises provide for a scenario of “threats on all fronts,” and that “everyone can draw their own conclusions.”

“It is a clear message that we work together and that together we can achieve more and, from there, each draws their own conclusions,” he explained while trying to respond questions about the scope of the exercise.

More than a thousand U.S. military will participate in the maneuvers conducted from Israeli territory and another 2,500 will do it from bases in Europe and warships in the Mediterranean, with a total cost of about $ 30 million (23.5 million euros) for the U.S. taxpayers.

“When completed, all U.S. troops will leave Israel,” said Lt. Gen. Franklin, which “should eliminate conjectures that warn about an armed build up to attack Iran.”

AC12 will be held in the utmost secrecy, which has many intelligence analysts wondering if this will be the base for a future attack on Iran. Neither the US not Israel have revealed dates or locations about an exercise that intends to play out a scenario where anti-aircraft systems will turn into an ‘umbrella’ to protect Israel in the event of an attack. All similarities to a real life situation will of course be ‘coincidental’.

At the epicenter of the drills are the Aegis ballistic missile system and U.S. Patriot missiles, to which Israel will incorporate its Arrow anti-missile batteries and Iron Dome radar system.

The latest air defense exercise was “Juniper Cobra” in 2010, but technological advances made it necessary to recalibrate the systems for both armies, military sources have said. Among the new systems to be used in AC12 are the new Israeli Patriot and Iron Dome, which were not fully operational two years ago.

Will the United States follow the same path as the USSR?

In the following video commentary Russian General Konstantin P. The United States does not exist in a vacuum. As such, we simply cannot ignore the assessments, outlook and opinions of foreign leadership as they pertain to the global implications of current events.

How did they ruin the USSR? They called the Soviet Union a ‘prison for people’ and an ‘evil empire’.

The same thing is being done to the United States.

U.S. will set up Second Missile Shield System in Japan

The U.S. Secretary of Defense, Leon Panetta ended his visit to Asia with the announcement that a new agreement was reached with his Japanese counterpart, Satoshi Morimoto, to install a second missile defense system in addition to the one already on the island, which Panetta emphasized, is for the protection of the Japanese people. Panetta drew attention to the idea that Japan continuous to be threatened by possible attacks from North Korea; a Chinese ally.

Panetta traveled to Asia to meet with the Japanese Secretary of Defense, as well as to meet with the Chinese representative, with whom held conversations regarding the latest tensions between China and Japan over the territorial dispute that has caused the latest friction between the two Asian nations.

“Everyone should be involved so that Japan and China have good relations and find a way to avoid an escalation” in their current differences, Panetta said Monday in Japan before arriving in Beijing. The Defense Secretary called on both countries to remain “calm and restraint”, and to avoid initiating actions that could turn the dispute over the islands into a more difficult issue to resolve.

This dual action summarizes the complicated crossroads where the U.S. is on the continent: the obligation to protect its allies, while not drawing the ire of China. U.S. has signed a defense treaty with Japan and is responsible for decades of security in that country, while assuring China that the military build up is not a direct threat to the Chinese government. The United States escalated its move of troops and military equipment in Asia, which has raised the voice of alarm in China and Russia.

Both countries have been almost completely encircled by US military equipment, such as missile shield systems. In other cases where the US has not directly build weapons systems in Asia or Africa, it has sold or simply given military equipment to other allies, which is also seen as a threat in Beijing and Moscow.and the like that has with various countries of the region. China and Russia have stepped up their own build up of force in response to the massive US intervention in the continent, mainly through special operations or actions from allied countries such as Japan. For the Chinese and the Russian it is very difficult to believe that the American encirclement is for reasons other than to establish itself on the continent to challenge their power.

Two weeks ago, Secretary of State, Hillary Clinton, suffered some rudeness in Beijing and was heavily criticized by the press for the position she showed with respect to China’s territorial problems with some of its neighbors in the South Sea. Clinton expressed her wish that the sea in that region remained open as the vital and intense trade route it is today. Some Chinese media replied that the best guarantee for that to happen would be the the U.S. stayed out.

But the U.S. is not going to do that. On the contrary, is increasing its military presence. In January, the Pentagon announced that transit of the bulk of a fleet would sail all over the region for the next few years. The U.S. has opened a new Marine base in Australia and has reached an agreement to increase its transit through Philippine waters. The reason for this increase is, officially, the growing threat of North Korea and the vulnerability of some U.S. allies such as Japan or South Korea. China interpreted it, however, as interference in a region where the Chinese would otherwise be a dominant power.

During her visit, Clinton could not meet with the Chinese Vice President Xi Jinping, who was unavailable for public appearances. Meanwhile, Leo Panetta has scheduled an appointment with him, which may facilitate the dialogue since Mr. Xi was an advisor to the Ministry of Defense in China. He also happens to be an expert in military affairs.

The militarization of the rivalry between China and the U.S. has always been seen as a frightening possibility by the international community and as a risk that both countries have tried to avoid so far. Very dependent on each other for economic progress, both China and the U.S. have always understood how much they would lose if a conflict broke out. But at the same time, neither is willing to relinquish control of a strategic region that provides most of the world’s wealth.

U.S. and Philippines Stage War Games

U.S. and Philippine commandos waded ashore on Wednesday in a mock assault to retake a small island in energy-rich waters disputed with China, part of a drill involving thousands of troops Beijing had said would raise the risk of armed conflict.

The exercises, part of annual U.S.-Philippine war games on the southwestern island of Palawan, coincide with another standoff between Chinese and Philippine vessels near Scarborough Shoal in a different part of the South China Sea.

China has territorial disputes with the Philippines, Vietnam, Brunei, Malaysia and Taiwan across the South China Sea, each searching for gas and oil while building up their navies and military alliances.

China said last week the drill would raise the risk of confrontation. On Wednesday, Chinese Vice Foreign Minister Cui Tiankai said China was committed to dialogue and diplomacy to resolve the dispute.

“We are certainly worried about the South China Sea issue,” Cui told a news briefing in Beijing, saying “some people tried to mix two unrelated things, territorial sovereignty and freedom of navigation”.

The comments come before high-level talks with the Obama administration. China, which claims the South China Sea based on historical records, has sought to resolve disputes bilaterally but its neighbors worry over what some see as growing Chinese assertiveness in its claims in the region.

“Location (of the drill) is irrelevant,” Ensign Bryan Mitchell, spokesman for the U.S. Marines, told reporters.

“These exercises take place on a regular basis. This year it happens to be in Palawan. The planning for this took place months ago prior to any events that are currently in the headlines.”

U.S. President Barack Obama has sought to reassure regional allies that Washington would serve as a counterbalance to China in the South China Sea, part of his campaign to “pivot” U.S. foreign policy towards Asia after wars in Iraq and Afghanistan.

Philippine military officials sought to play down the exercise. Lieutenant General Juancho Sabban, military commander for the western Philippines, said the drill “simply means we want to work together, improve our skills”.

Sabban’s area of command includes Reed Bank and the Spratlys, a group of 250 mostly uninhabitable islets spread over 427,350 sq km (165,000 sq miles) west of Palawan.

The Spratlys are claimed entirely by China, Taiwan and Vietnam and in part by Malaysia, Brunei and the Philippines.
