Prepare for the ‘Water Wars’ says intelligence analysis

By LUIS MIRANDA | THE REAL AGENDA | MARCH 23, 2012

A report issued by the Office of the Director of National Intelligence (ODNI) warns about a new kind of wars to come in a decade’s time. The report released on Thursday cites water shortages, polluted water and floods as the potential causes for increasing conflict in countries where the US has explicit vested interests. Intelligence analysts not related to the ODNI are already questioning what this report means for the type of activities the United States carries out abroad or that may already be carrying out either in representation of the country itself, or in combination with transnational corporations which dominate the water market.

“During the next 10 years, many countries important to the United States will almost certainly experience water problems – shortages, poor water quality, or floods – that will contribute to the risk of instability and state failure and increase regional tensions,” reads the report from the office of the director of national intelligence states. According the report, there are at least seven important river basins in the Middle East Asia and Africa that the United States deems important for its security interests. Those river basins are the Indus, Jordan, Mekong, Nile, Tigris-Euphrates, Amu Darya and Brahmaputra basins.

It is likely that the strong concentration of water resources in few corporate hands together with ongoing military conflict in those regions of the world will contribute greatly to bring even more instability to the people of those countries. There is a change that conflict will not be limited to fighting inside the countries themselves, but that it can expand to turn nation against nation. Even though countries’ borders are clearly drawn today, water basins and the rivers those basins supply generally go through many countries at a time and this is the key point when determining whether there will be war or not. The intelligence report says that in a decade or so water in shared basins will increasingly be used not as a resource, but as leverage over friends and foes.

“It’s very difficult to be specific about where because it depends upon what individual states do and what actions are taken on water issues between states,” said a senior U.S. intelligence analyst. If water as a resource becomes more scarce as a result of monopolization, a technique used by the United States government with other essential resources such as land and food, there is a potential for water to be used as a weapon. This weapon is considered even more powerful than many others because water is perhaps the most essential resource to guarantee the survival of people. The report warns that more powerful may decide to block the flow of water from rivers to other less powerful countries which would mean immediate scarcity for the weaker nations.

The intelligence report did not waste the opportunity to fear monger by saying that available water sources could also be poisoned by terrorists — because there is a terrorist under every single bed and rock. “Because terrorists are seeking more high visibility items to attack, in some cases we identified fragile water infrastructure that could potentially be a target for terrorism activity.” Can terrorists contaminate water to a greater degree that what it is now with fluoride, lithium, aluminum and other heavy metals that water companies already put in it? The report went even further to warn that terrorists could also blow dams as a way to threaten populations. It says that terrorists would take advantage of population displacement to target large groups of people who move away from their lands to seek fresh water in weak nations.

The report also took the opportunity to connect water scarcity to population growth, a talking point commonly used by the fake environmental movement that seeks to impose policies originated at the core of the United Nations. This organization, through numerous initiatives, already controls large masses of land that include National Parks and Conservation Areas. It is exactly those large areas the ones that possess vast amounts of fresh water sources. The U.N. also intends to amass control over water resources through policies such as Agenda 21, and the Law of the Sea Treaty. In theory, this convention defines the rights and responsibilities of nations in their use of the world’s oceans. It also provides policies for businesses, the environment, and the management of oceanic natural resources. In practice, the Law of the Sea Treaty gives power to the U.N. to govern over the oceans.

The report also took a shot at Climate Change as a the origin of future water driven conflicts. It is the belief of much of the environmental movement that the naturally changing world climate — a change they blame on humans —  will result in lack of adequate water for people to drink or to use in their daily activities. Environmentalists have changed their doomsday warnings from Global Warming to Climate Change, or even adventure themselves to talk about these two as if they were the same thing. The intelligence report does the same, referring to Climate Change as a potential source of problems for populations that do not have access to clean water. “Food markets are threatened by depletion of ground water in some agriculture areas of the world. Food production will decline, increasing the stress on global markets,” asserts the report. More of a reason for people to prepare and become independent and self-sufficient instead of waiting for the government or the corporations to offer magical solutions.

The report which concentrates heavily on how U.S. interests may or may not be threatened, concludes that by 2040 water shortages and pollution will harm the economic performance of some important trading partners. It does not say which countries these partners are, though. As it is commonly done nowadays, the report does not propose any measures to stave off the consequences of water wars. It simply mentions that current actions such as “improved water management” could compensate for the increasing demand in decades to come. The intelligence paper cites technological advances as a possible tool to aid large scale agriculture, but does not highlight anything that could help small and mid-size farmers.

In the past few months, third world countries such as Venezuela and Bolivia have moved to secure their own water resources, kicking out multinational corporations such as Nestle, which sought to monopolize the water market in those nations. But the 10 intelligence agencies that helped write the report conclude that underdeveloped nations will turn to the United States to lead the effort to resolve water problems. The study about water security and how it impacts American interests around the world was requested by Secretary of State Hillary Clinton, who has voiced her concern about how lack of clean water may threaten U.S. interests overseas. Clinton announced Thursday what she called the U.S. Water Partnership, an initiative that according to her will bring private sector — corporations — and government agencies to confabulate about solutions to water problems.

Let’s hope the result of these talks do not end in policies such as the White House Security Memorandum 200, a document issued by the U.S. government where they explain how the United States will officially combat development in third world nations as well as curb population growth in those countries because the U.S. thought development and population growth threatened their national security. Based on the policies adopted under White House Memorandum 200, the U.S. has waged war against those countries through trade penalties, conditioning aid to the adoption of population control measures, artificially created famine and military destabilization operations, among others.

Russian-American Arctic War

Terry Macalister
UK Guardian
July 6, 2011

Heavy-hitting US politicians enter debate about the future of the far north, fuelling concerns about a new cold war.

The seventh ministerial meeting of the Arctic Council in May looked like it would be a mundane affair with its focus on signing a new search-and-rescue agreement and handover of the chairmanship to Sweden.

But the atmosphere in Nuuk, Greenland, was electrified by the first appearance at such a forum of the United States courtesy of secretary of state Hillary Clinton, secretary of the interior, Ken Salazar, and a host of other heavy-hitting politicians.

The message was loud and clear. The US is putting itself at the centre of a debate about the future of the far north at a time when a new oil and mineral “cold rush” is under way as global warming makes extraction more easy.

And being the US, the soft diplomacy was backed up with a bit of symbolic hardware. A few weeks earlier two nuclear-powered submarines were sent to patrol 150 miles north of Prudhoe Bay, Alaska.

Meanwhile the Russians – also part of the eight-nation Arctic Council – were happy to push off the agenda any look at whether countries such as China could gain observer status.

The appearance of the US navy comes as the Russians are said to have increased missile testing in the region and its neighbour Norway has moved its main military base to the far north.

Meanwhile China has started to make political and commercial overtures to countries such as Greenland which are rich in rare Earth minerals needed for mobile phones and other hi-tech equipment.

The competing commercial and other opportunities on the Arctic continental shelf are complicated by the lack of a comprehensive agreement on who owns what. Many countries are in the middle of submitting competing land claims to the United Nations as part of its Law of the Sea Convention – a treaty as yet unsigned by America.

Canada and others were also disturbed when Artur Chilingarov, a veteran Russian polar explorer, placed a flag on the Arctic seabed in 2007.

Law of the Sea Treaty and the National Ocean Council

by Cassandra Anderson

Thirty states will be encroached upon by Obama’s Executive Order establishing the National Ocean Council for control over America’s oceans, coastlines and the Great Lakes. Under this new council, states’ coastal jurisdictions will be subject to the United Nations’ Law Of Sea Treaty (LOST) in this UN Agenda 21 program. America’a oceans and coastlines will be broken into 9 regions that include the North East, Mid-Atlantic, South Atlantic, the Gulf Coast, West Coast, the Great Lakes, Alaska, the Pacific Islands (including Hawaii) and the Caribbean.

Because of the decades of difficulty that the collectivists have had trying to ratify the Law Of Sea Treaty (LOST), Obama is sneaking it in through the back door, by way of this Executive Order establishing the Council. Because LOST is a treaty, Obama’s Executive Order is not Constitutional as treaty ratification requires 2/3 approval from the Senate. Michael Shaw said that the Agenda 21 Convention on Biodiversity treaty of 1992 failed to pass Congress so it was executed through soft law and administratively on local levels, and Obama’s Executive Order is a similar soft law tactic to enact the LOST treaty.

In fact, our Constitutional form of government is being completely destroyed because buried in the CLEAR Act (HR 3534) there is a provision for a new council to oversee the outer continental shelf- it appears that this Regional Outer Shelf Council will be part of the National Ocean Council. This means that if Congress makes the CLEAR Act into law, then the implementation of the UN Law Of Sea Treaty, as part of the National Ocean Council’s agenda, will be “ratified” in a convoluted and stealth manner, in full opposition to the Constitution and its intent.(1)

The excuse for this extreme action is because of the emergency in the Gulf of Mexico. Obama and Congress have always had the legal and military power to force BP Oil to take all necessary action to stop the gusher and clean the oil spew. While there is evidence that the problems in the Gulf have been a result of collusion and planned incompetence, it begs the question, why in world should America’s oceans and resources be controlled by Obama appointees?

NATIONAL OCEAN COUNCIL MEMBERS:

John Holdren, Obama’s science and technology advisor, is the co-chairman of this new council. He is also a depopulation enthusiast and advocates sterilization by way of using infertility drugs in water and food as well as forced abortions which he describes in his book “Ecoscience”.(2)

Ken Salazar, Secretary of theDepartment of Interior, and its subagency, MMS (Minerals Management Service) has authority over offshore drilling and responsibility for enforcing spill prevention measures.(3) The Department of Interior’s BLM (Bureau of Land Management) is the entity that controls federally managed land extending across 30% of America in 11 western states. Last week, Congressman Louie Gohmert said that Ken Salazar personally prevented drilling on land in Utah, Wyoming and Colorado, thereby also preventing energy independence. In addition, the federal lands have been grossly mismanaged and present fire dangers. The federal government is $3.7 billion in arrears for maintenance of the federally managed lands.

US Department of Agriculture Secretary Tom Vilsack, by way of the US Forestry Service and US Fish & Wildlife Service, has been complicit in the decline of our country’s food independence. For example, US Fish & Wildlife (along with the Department of Commerce) shut the water off in California using Endangered Species Act; it was later proven that partially treated sewage was the primary culprit in killing the salmon and delta smelt that was previously blamed on farmers. This is phony environmentalism. The US Forestry Service has also misused the Endangered Species Act to limit farmers and ranchers. Remember that the USDA co-owns the Terminator Gene patent with Monsanto that makes seeds sterile.

Lisa Jackson is the EPA administrator who has threatened to impose 18,000 pages of new regulations to curb global warming which is based on lies, claiming that carbon dioxide is a danger to human health.(4)

Department of Defense Secretary Robert Gates and Department of Homeland Security Secretary Janet Napolitano: it is unclear how these two federal appointees will enhance environmental ’sustainability’ over oceans and coasts. Traditionally, national security threats (like the War on Terror) have been used by the federal government to take control of resources. For example, many years ago when the interstate highway systems were first being built, the Feds got in on the action by claiming that they were building a defense highway system, and they encroached into an area that belonged to the states. Interestingly, there were no overhead structures on highways originally because of the Feds’ claim that large missiles would be transported on these “defense” highway systems.

Secretary of State Hilary Clinton, a leading globalist, is likely to plunge our country into international entanglements and subjugation, based on her past performance; an example is her support of the UN Small Arms Treaty, which is contrary to the Constitution.

Department of Energy Secretary Steven Chu and Department of Commerce Secretary Gary Locke are logical choices for this destructive council as some of the planned funding for this program will come from permits and leases (oil drilling leases, for example). These agencies will limit America’s energy independence.

The full list is footnoted at the end of this article.(5)

THE SMOKING GUN:

Agenda 21 Sustainable Development is the overarching blueprint for depopulation and total control, and the National Ocean Council is clearly an Agenda 21 program:

The National Ocean Council is headed by John Holdren, an avowed eugenicist which is selective breeding through brutal means like forced abortion.

The National Ocean Council’s own report (Coastal and Marine Spatial Planning, pg. incorporates a section of the 1992 Rio Declaration which is an original Agenda 21 document!

In fact, the report says that it will be guided by the Rio Declaration in cases “Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation.” (pg. This means that regulations will be imposed even if the science is not understood or if the science is based on global warming manipulated data.(6)

The 3 primary tools of Agenda 21’s phony environmentalism are global warming, water shortages and the Endangered Species Act; the National Ocean Council intends to exploit all of these tools to their full extent.

The National Ocean Council’s main objective is to sink American sovereignty through the United Nations Law Of Sea Treaty (LOST) with the intended result of domination by the UN over our coasts and the Great Lakes. LOST originated in the 1970s as a wealth redistribution plan to benefit Third World countries. LOST sets rules for commercial activity beneath the high seas and establishes new international bureaucracies and a tribunal to interpret and apply rules to sea activity. And LOST can proceed with those rules, even against US objections! LOST threatens to complicate deep sea mining. LOST sets a precedent that US rights are dependent upon the approval of international entities. LOST also extends to ocean flowing rivers. (7)

REGIONALISM:

Michael Shaw pointed out that non-elected councils are increasingly expanding their jurisdiction through air quality boards, water quality boards, sewer systems, transportation districts, metropolitan planning, etc. to gain control over resources. Often, large corporations and financial interests form Public- Private Partnerships with the government within these councils.

Breaking areas into regions and placing authority with non-elected councils is a Communist trick used to hijack resources, thereby usurping local and state power by re-zoning the areas that do have Constitutional authority. Appointed bureaucrats are untouchable because their jobs are not dependent upon serving the voting population. And they are usually inaccessible to the public and do not have to face those who are affected by their “insider” decisions. When state and local governments become corrupt, the public is able to confront them eye to eye, but distant bureaucrats can avoid accountability. Regionalism is used as a psychological tactic to intimidate state legislatures into creating the system for a new political and economic order. (8)

Obama’s Executive Order that has created the 9 new regions amounts to re-zoning, and his appointed bureaucrats are answerable only to him. In David Horton’s testimony in 1978 on regionalism, he said that the State of Indiana made this declaration, “Neither the states nor Congress have ever granted authority to any branch or agency of the federal government to exercise regional control over the states.” Horton further stated that Congress holds alllegislative power that is granted in the Constitution, as opposed to Executive Orders that are not legislative. Therefore, Obama’s Executive Order for re-zoning and appointing a governing body to usurp state and local power is Constitutionally invalid. (9)

The public must become aware of state sovereignty and the Tenth Amendment to demand that state and local governments assert these Constitutional laws and principles.

COASTAL AND MARINE SPATIAL PLANNING REPORT:

This is a general overview of the new National Ocean Council’s goals based on its 32-page report that uses indirect language and acronyms in order to confuse the public and local lawmakers. Depopulation advocates, globalists and collectivists, like John Holdren, faced opposition a few decades ago when they clearly expressed their objectives, so now documents are written in complicated and clouded language to fool those they wish to control. (10)

This report states that the Council’s jurisdiction will extend from the continental shelf to the coast AND additional inland areas will be involved. The National Ocean Council identifies “partners” as members of each regional planning body that will include federal, state, local and tribal authorities, with a top-down hierarchy of control.

The intentions of the Council are stated on page 8 of the report that include implementing LOST and other international treaties. The report also states that the Council’s plans shall be implemented by Executive Orders, in addition to federal and state laws. This section mentions ‘global climate change’ which is a new term substituted for ‘man made global warming’ after manipulated data and lies were exposed in numerous global warming scandals. ‘Climate change’ is blamed for sea level rise and acidification of oceans; evidence exists that these are global warming deceptions. OPERATION GULF GREASE: Problem, Reaction, Solution to implement Agenda 21?

newswithviews.com

In the days prior to the Gulf drilling operation and ensuing environmental catastrophe, I remember thinking just how odd and out of

What is the United Nations' Law of the Sea Treaty? Click image and read the details.

character it was that Barack Obama had announced his approval for more offshore drilling. On April 1st, The Washington Post quoted Interior Secretary Ken Salazar as saying the administration had broached “a new direction” in energy policy. [1]

Had Obama lost his mind? Had he had some sort of religious experience? This was a president who campaigned against traditional energy sources in favor of so-called “sustainable” alternatives such as wind, solar, etc. This was a president who banned offshore drilling as one of his first acts in executive office.[2] This was a president who admitted in a meeting with the San Francisco Chronicle in January of 2008 that it was his plan to use a Cap and Trade system to cause energy prices to “necessarily skyrocket” in order to force people to transition to “green” technologies. “Under my plan of a cap and trade system, electricity rates would necessarily skyrocket,” Obama stated as documented in a YouTube video. [3]

Hence, the shock at the sudden “turnabout” in energy policy. True, the vast majority of Americans do support drilling for oil as a counterweight against increasing dependence upon the perpetually troubled Middle East and its OPEC cartel. But since when has any president in recent history paid attention to the opines of their electorate?

Now, as the days turn into weeks, and weeks into months — and the oil continues to gush in the Gulf with no sign of ever letting up — Obama has used the crisis as an excuse to not only ban offshore drilling,[4] but also to clamor for passage of his “cap and trade” energy bill.[5] Politico has cited opinion polls that suggest public support for drilling may be eroding.[6]

Was this the Hegelian plan all along? To foment a crisis in the Gulf to condition the masses that the world must adopt Agenda 21 “sustainable development” as its model for energy or pay the environmental consequences? Before you dismiss this notion as insanity, there are many troubling questions that demand answers. Questions that imply foreknowledge and planning. Questions of “coincidence.”

For example, is it “coincidental” the numerous incredible financial and business transactions that took place in the days, weeks, and months prior to the rig explosion?

We know the ties between British Petroleum and Goldman Sachs run deep. Peter Sutherland, the chairman of Goldman Sachs International also served as chairman of BP right up until last year, according to a 2009 bio on the site of the Trilateral Commission. It says,

“Peter Sutherland is chairman of BP plc (1997 – current). He is also chairman of Goldman Sachs International (1995 – current). He was appointed chairman of the London School of Economics in 2008. He is currently UN special representative for migration and development. Before these appointments, he was the founding director-general of the World Trade Organization. He had previously served as director general of GATT since July 1993 and was instrumental in concluding the Uruguay GATT Round Negotiations.”[7]

On April 30th, The Huffington Post published a satire piece about Goldman Sachs, who was embroiled in a Congressional probe over the present and pending financial meltdown just days before the Gulf disaster stole the headlines. The spoof article titled, Goldman Sachs Reveals It Shorted Gulf of Mexico, was actually mistaken by some as a legitimate news story. Written by a comedian, the satirical article said,

“In what is looming as another public relations predicament for Goldman Sachs, the banking giant admitted today that it made ‘a substantial financial bet against the Gulf of Mexico’ one day before the sinking of an oil rig in that body of water.”[8]

After this gag piece was published, various independent researchers began checking into the financial transactions of Goldman. What they found turned out to be a case of art imitating life.

Sterling Allan reported in The Examiner on May 5th,

“It turns out that Goldman Sachs really did place shorts on TransOcean stock days before the explosions rocked the rig in the Gulf of Mexico sending stocks plunging while GS profits soared — benefitting [sic] once again from a huge disaster, having done the same with airline stocks prior to 911 then again with the housing bubble.”[9]

It’s important to note the cozy relationship between Goldman Sachs and the Obama administration. According to McClatchy, while Goldman Sachs was under fire from the Securities and Exchange Commission, and their lawyers were in negotiations with the regulatory agency, Goldman CEO Lloyd Blankfein was a repeated visitor to the White House. He attended events with Obama and met with Larry Summers, Obama’s top economic advisor. Obama’s 2008 campaign benefited from $994,795 worth of campaign donations from Goldman employees and their relatives.[10] The Gulf disaster, coming on the heels of the Congressional hearing and SEC “investigation,” served to distract attention from the ongoing financial fraud and economic meltdown caused by Goldman and others.

We now know from John Byrne at Raw Story that prior to the Gulf oil mess, not only did Goldman Sachs short shares of TransOcean, the owner of the failed Deepwater Horizon rig, they also ditched 4,680,822 shares of BP stock, worth $250 million and representing 44% of their holdings. “Goldman’s sales were the largest of any firm during that time,” writes Byrne. “Goldman would have pocketed slightly more than $266 million if their holdings were sold at the average price of BP’s stock during the quarter.”[11]

Byrne also noted other financial institutions that also dumped BP holdings.

“Other asset management firms also sold huge blocks of BP stock in the first quarter — but their sales were a fraction of Goldman’s. Wachovia, which is owned by Wells Fargo, sold 2,667,419 shares; UBS, the Swiss bank, sold 2,125,566 shares.”[12]

If that weren’t enough of a “coincidence,” we also had The Telegraph out of London reporting that the chief executive of BP, Tony Hayward, also sold 223,288 shares, worth £1.4 million of stock in his own company (over $2 million) on March 17th — only weeks before the BP Gulf mess. The paper noted that by doing so he “avoided losing more than £423,000 ($614,449) when BP’s share price plunged after the oil spill began six weeks ago.”[13] He took the money and paid off the mortgage on his family mansion in Kent.

At this point, a question should be coming to mind: What did these people know that the rest of us didn’t? How is it that stock in BP and Transocean suddenly seemed so unattractive to those closest to the disaster? Ah, the coincidences! But it gets even better.

On April 10th, The Houston Chronicle reported that Halliburton — the company of which former Vice-President Dick Cheney was CEO — was in the process of acquiring Boots & Coots. Reuters reported that the deal was announced on Friday, April 9th — just eleven days prior to the explosion.[14] The Chronicle noted that “Boots & Coots has become well known for putting out some of the world’s largest oil and gas fires.”[15] The company’s website lists services they provide, including “deepwater application and well inspections, as well as blowout prevention and control counsel or assistance…”[16] According to the Orlando Sentinel, their expertise is already being put to use in the Gulf, as they are “one of two primary companies designing relief-well strategies for the BP blowout.”[17]

So when the acquisition deal is formerly approved by the government, Halliburton — the company famous for profiting from no-bid government contracts in war zones — will have collected for themselves yet another “slick” profit.

This is especially intriguing in light of the fact that, according to NPR, Halliburton’s cementing work — completed only hours prior to the explosion — has become a “central focus” of the Congressional investigation.[18] The Wall Street Journal quotes unnamed “experts” as saying the timing of the cementing in relation to the blast “points to it as a possible culprit.”[19]

But Halliburton isn’t the only company that stands to make a killing off the crisis. The Times Online out of the UK reported that TransOcean itself took out a $560 million insurance policy on the Deepwater Horizon rig. The dollar amount was well above the rig’s value. According to the paper, insurance payouts amounted to a $270 million profit from the disaster.

“The windfall, revealed in a conference call with analysts, will more than cover the $200m that Transocean expects to pay to survivors and their families and for higher insurance costs.”[20]

A number of people have questioned why Corexit — a chemical banned in the UK[21] and is much more toxic than the oil itself — was used as a dispersant in the Gulf. Assuming for the moment that chemical dispersants had to be used, the New York Times reported on May 13th:

“Of 18 dispersants whose use EPA has approved, 12 were found to be more effective on southern Louisiana crude than Corexit, EPA data show. Two of the 12 were found to be 100 percent effective on Gulf of Mexico crude, while the two Corexit products rated 56 percent and 63 percent effective, respectively. The toxicity of the 12 was shown to be either comparable to the Corexit line or, in some cases, 10 or 20 times less, according to EPA.”[22]

Yet, despite the EPA data ranking it “far above dispersants made by competitors” for toxicity, BP chose to dump more than 400,000 gallons of Corexit into the Gulf, order 805,000 more gallons with plans of hundreds of thousands of additional gallons should the spewing continue. Why?

The answer may lie in the fact that not only has Corexit production benefited BP and Exxon Chemical Company, it also has ties to the very same banking company that somehow knew to sell nearly half its holdings in BP stock just prior to the disaster — Goldman Sachs. Cassandra Anderson of Morph City connects the dots to the economic ties between the oil industry and the bankers.

“Corexit is produced by NALCO, originally named the National Aluminate Corporation, which formed a limited partnership with Exxon Chemical Company in 1994. Ondeo Nalco was purchased by Goldman Sachs, Apollo and Blackstone in 2003 and is currently a publicly traded company. Given NALCO’s business ties, it seems that safe and natural cleanup methods were avoided in the Gulf to pursue an economic agenda. The use of Corexit in Alaska, after the Exxon Valdez disaster, resulted in toxicity to humans that included respiratory, nervous system, liver, kidney and blood disorders.”[23]

They say that history repeats itself. We know from wire reports that all 125 fishing boats had to be recalled from Gulf cleanup efforts after workers aboard began “experiencing nausea, dizziness, headaches and chest pains.”[24]

What’s going on here? Is the Gulf being poisoned on purpose to enhance corporate profits? Or has this crisis been orchestrated by the illuminists in order to force the United States to ratify the Law of the Sea Treaty (LOST) which would cede control of the oceans — over 70 percent of the planet’s surface — to the United Nations?

One must always keep in mind that Agenda 21 is the game plan for all that happens in the world today. The Hegelian dialectic is the means by which that game plan is implemented — creation of a crisis to condition the minds of the people that an undesired change is necessary, creation of their own controlled opposition to the crisis, finally the introduction of their pre-determined solution.

Chapter 17 of Agenda 21 deals with “Protection of the Oceans, all Kinds of Seas, Including Enclosed & Semi-enclosed Seas, & Coastal Areas & the Protection, Rational Use & Development of their Living Resources.” Who will determine what constitutes “rational use” of the oceans and their resources? If the LOST is ratified, it will be the United Nations.

In July 2009, State Department official Margaret Hayes told the New York Times that the Obama administration was in the process of working to “craft a plan to ratify the U.N. Convention on the Law of the Sea.”

“President Obama is strongly in favor of the United States becoming a party to the Law of the Sea Convention,” Hayes was quoted as saying. “There is discussion going on as to the exact timing of when they might have a hearing and when they might proceed to have the full Senate consider accession.”[25]

The Times goes on to report that the administration is continuing a multi-year mapping of the sea floor in the Arctic in preparation to stake a claim under the LOST.[26]

Furthermore, the World Ocean Council, an alliance of multi-national businesses that are dedicated to ocean “sustainability,” is having its “Corporate Ocean Responsibility” meeting this month — conveniently on the heels of a major maritime disaster. The Sustainable Ocean Summit is described as “the first international, cross-sectoral ocean sustainability conference for the private sector – [that] will catalyze the growing interest among ocean businesses for more effective leadership and collaboration in addressing ocean environmental challenges.”[27] It just so happens that two of the founding members of the World Ocean Council are ExxonMobil and TransOcean.[28]

That the crisis in the Gulf may have been planned and executed with the intention of profiting from it while pushing an environmental control agenda, might explain the pathetic federal response after the disaster. [NWV POLL: Was the Gulf oil spill deliberately created?]

Three days after learning of the Gulf gusher, the Interior Department Chief of Staff Tom Strickland left for the Grand Canyon with his wife and went white water rafting.[29] The Department of the Interior is charged with the task of coordinating federal response to a major oil spill. Yet, Strickland’s priorities were elsewhere.

The “In-Situ Burn” plan was developed by the federal government in 1994 to deal with oil spill disasters in the Gulf, and calls for the immediate use of fire booms. Had the plan been followed, it might have prevented oil from reaching the shoreline. A single fire boom can burn up to 1,800 barrels or 75,000 gallons an hour. Yet, despite the plan, not one fire boom was available anywhere in the Gulf at the time of the incident.[30] [31]

On May 11th, ABC News reported that the U.S. Coast Guard conducted operations in the Gulf, simulating a major oil spill and practicing federal response to it a mere three weeks prior to the real disaster.[32] What was the purpose of the simulation? Obviously, it wasn’t to improve federal response.

In 2002, there was a similar practice operation which ABC describes as “eerily similar” to the current disaster. Lack of experience, poor communications, conflicting roles, and a need for new technology were cited. None of the recommendations were ever put into place.[33]

Wire reports from the Associated Press have said that workers aboard the rig were forced to sign statements that they hadn’t witnessed the explosion. They were told they couldn’t go home, nor could they make phone calls and talk to their friends and family until they signed the statements indicating they had no “first hand or personal knowledge” of the incident.[34]

We now have private military contractors deployed from Wackenhut — the military contractor infamous for its employees’ drunken brawls and vodka shots taken out of each other’s backside — guarding the perimeter of the Deepwater Horizon Unified Command.

Respected attorney Ellen Brown has written about empty Wackenhut buses with prison bars on the windows being driven around for no apparent reason in Arizona. Your writer has personally talked to other people who have seen these buses. Ellen wrote last year:

“The new Wackenhut operation is shrouded in mystery. It has been running its fleet of empty prison buses night and day, apparently logging miles on a Department of Homeland Security (DHS) contract. Multiple buses can be seen driving all over town and even on remote desert back roads. Oddly, except for the driver and one escort guard seated in front, these buses appear to be empty.”[35]

Network news media have been complaining of being harassed and threatened by the security contractors for shooting video of the coast,[36] [37] which we’re told may soon become uninhabitable. Will Wackenhut buses be utilized to relocate mass numbers of people out of the coastal states?

It’s shaping up to be an interesting summer.
